General Situation

Due to a variety of historical reasons, the average education level of the population in Shaanxi remains relatively low. By the end of 2000, the province only had 39 higher education institutions, with a total student enrollment of 241,700, and 20,723 teachers. At the pre-collegiate level, there were 3,247 secondary schools with 2,668,900 students enrolled and of 143,972 teachers, and 33,336 primary schools with 4,809,300 students and 182,297 teachers.

Education at the primary school level is fairly well developed, with 98.59 percent of primary school-aged children attending school. However, this success has not seemed to carry over into the secondary level, with only about 69.49 percent of junior high school graduates continuing their studies into high school and beyond.

Northwestern Polytechincal University

Located in the metropolitan city of Xi’an which enjoys her name as “Oriental Rome”, NPU is a unique university in the People’s Republic of China which develops aeronautics, astronomy and marine science simultaneously. It is multidisciplinary and research-oriented. 

The university now has about 25,000 students, including 3,100 PhDs, 6,100 Masters, 15,200 undergraduates and 290 overseas students. So far, this university has been enjoying the fame that the first PhD student in China in 6 fields graduated here. Totally, 34 PhDs or teachers in this university have ever been granted the Humboldt Research Fellowships by Alexander von Humboldt Foundation. Among the graduates, there are more than 30 academicians of the Institute of Science or the Institute of Engineering of China, more than 30 generals and 6 Outstanding Youths of China.

There are 20 schools now which set 54 bachelor programs, 101 master degree programs and 57 Ph.D. programs. 6 national key laboratories, 4 national specialized laboratories, 2 engineering research centers and 26 provincial key laboratories are here.

Since the year 1938 in which the university was set up, it has produced many glorious No. Ones in China. They are as follows:

The number of published research papers indexed in EI was No. One in China in the year of 1991 and 1992. 

The No. One. Low-speed Wing Model Wind Tunnel in Asia was set up in this university.

Shaanxi Normal University

Founded in 1944, Shaanxi Normal University is a top-tier comprehensive teachers’ university directly administered by the Ministry of Education and under the key construction of the state’s “211” Project. Presently, it has 23 schools and departments, 64 undergraduate majors, 185 master’s degree majors, 104 doctoral majors and 12 post-doctoral mobile research stations. The university has competitive advantages in areas of Chinese Language and Literature, History and Cultural Studies, Business Administration, Education, Psychology and Bio-engineering. The university has over 2,800 faculties, of whom more than 800 are professors and associate professors. There are more than 60,000 students of different types enrolled in the university, of which more than 25,000 are full-time students. There are nearly 1,000 international students at the university. The university’s two campuses, the Chang’an and Yanta campus, occupy an area of about 2700 mu (approx. 180 hectares). During its 60 year history, the university has constantly adhered to the principle of “Educating People”, and advocates the motto “Virtuousness, Learning, Aspiration and Action”. For the future, the university targets developing itself into a comprehensive research type university featuring teacher education.

With more than 40 years history of receiving international students, the International School of Chinese Studies is an important component in the university’s international exchange and cooperation. It now has more than 30 full-time teachers and over 100 part-time teachers to meet the need of more than 1,000 long-term and short-term international students in both degree and non-degree programs, as well as about 300 Chinese students majoring in “Teaching Chinese to Speakers of Other Languages” at the undergraduate, master’s and doctoral levels.

The School has three Departments, one Institution and one Center, namely the Department for International Students, the Department of Teaching Chinese to Speakers of Other Languages, the Department of Sinology, the International Institution of Chinese Studies and the Training Center for Overseas Chinese Teachers. It, admitting both Chinese and foreign students for degree and non-degree education, has a full range of programs for educating different students, from language students to undergraduate, masters and doctoral students.

The Degree Programs include all majors of the university, which are open for application by international students. The Department of Sinology under the International School of Chinese Studies provides customized degree program to international students. The period of study is 4 years for undergraduate students, 3 years for master’s and doctoral candidates, which can be extended in special conditions.

The Non-degree Programs fall into three categories: 1. Chinese Language Program This 18-week long-term program admits students in spring and autumn. Short-term programs ranging from one week to three months are started any time in a year when there are more than 10 applicants who are at the same level. 2. Chinese Language and Culture Training Program This program is open to overseas Chinese language teachers for 3-4 weeks training in Chinese language and culture as well as pedagogic skills. and 3. Xi’an International Studies University

Founded in 1952, the University is one of the earliest four institutions of higher learning established to offer foreign languages in the new China. It is also the only government-run institution of higher learning to offer foreign languages in the northwest. In the recent year, the University, taking a firm grip on the historic opportunity of big strides in higher education and large-scale development in the west, has realized transformation from an institution of single branch of foreign languages to a new type of interdisciplinary sort to cover the aspects of literature, economy, management, legal science, engineering and pedagogy by deepening reforms on teaching and adjusting structures of specialties. 

The University takes a total land area of 1,593mu, with a floor space of five hundred and fifty thousand square meters. There are multimedia classrooms, language labs, computer labs, electronic reading-rooms, computer networks, reception systems for satellite-relayed TV, etc. 

The teaching facilities are valued at RMB¥39.4412 million. The library covers an area of forty-three thousand square meters and stores a total collection of 1.26 million books in Chinese and foreign languages. Moreover, it has an electronic bank of academic journals and document data. 

The University has 25 schools and faculties that run 34 specialties under 4-year programs. The branch of Foreign Linguistic Literature is authorized with the right to confer a Master’s degree, which is shared by thirteen more delicate branches of literature. It also coordinates with two foreign universities to train postgraduates for a doctoral degree. English Linguistic Literature, French Linguistic Literature and German Linguistic Literature are all approved as major branches of learning in Shaanxi. English, German, French and Japanese languages are designated as top brand specialties in the province. The Research Center of Euro-US Linguistic Literature occupies an important position in social science of philosophy among Shaanxi universities.

The University has an enrollment of 20,000 students, of whom full-time regular students under 4-year programs account for 9,721, postgraduates for MA reach 633 and international students are 517. In addition, personnel dispatched abroad by the state exceed 300.

Northwest University

Dating back to 1902, NWU originates from two institutions, Shaanxi College and the Faculty of Officialdom of the Imperial University of Peking. It adopted the name Northwest University in 1912 and was renamed National Northwest University in 1923. After the outbreak of the Sino-Japanese War in 1937, national universities and institutions such as Peking University, Peking Normal University, Beiyang College of Engineering and Peking Research Institute moved to Shaanxi province; and together with the then National Northwest University, they merged to form the National Xi’an Temporary University, which was renamed National Northwest Associated University in 1938 and National Northwest University in August 1939.

In the early days of the PRC, NWU was a national university directly under the control of the Ministry of Education. In 1958, it was taken over by Shaanxi province; and in 1978, it became a national key university. At present, NWU is selected to be one of the State “211 Project” universities; it enjoys state support from the “One University for One Province Initiative.”and is jointly administered by the Ministry of Education and the Shaanxi provincial government.

NWU consists of three campuses, namely Chang’an Campus, Taibai Campus and Taoyuan Campus, covering a total area of around 393 acres. Northwest University comprises 21 schools and departments, with 1 primary national key discipline (covering 5 secondary-leveled disciplines), 4 secondary-leveled national key disciplines and 1 national key nurturing discipline. It currently offers 80 undergraduate programs and 16 professional Master’s programs, plus 139 Master’s programs in 39 primary disciplines. 19 of its primary disciplines offer 75 PhD programs and there are 21 post-doctoral research centers. Moreover, NWU houses a national key laboratory. It has 4 national experimental teaching demonstration centers and 7 national bases for talent cultivation. In addition, there is a national base for the quality education of college students, a national research center of engineering & technology, a national base for international technological cooperation, and 26 provincial key laboratories, engineering﹠technology centers, and key research bases for humanities and social sciences. The University has a faculty and staff of over 2400 members. The faculty is distinguished by possessing 3 academicians, 4 honored professors endowed by “the Cheung Kong Scholars Program”and 4 Gold Prize winners of National Funds for Distinguished Young Scientists. It can boast 42 “National and Provincial Experts with Outstanding Contributions”, 4 “Nationally Distinguished Teachers”, 5 “Ministry of Education Innovative Teams” and 5 “Nationally Distinguished Teaching Teams.” The current student population now exceeds 26000, including 7000 graduates and 700 overseas students.

Since the founding of the People’s Republic of China, NWU has nurtured over 100,000 professional talents of different disciplines. Most of them have gone onto join the professional, academic and administrative backbone of the nation, fulfilling leading roles in different regions and sectors. The University has been praised as “the Mother of Chinese Petroleum Engineering”,“the Cradle of Economists” and “the Cradle of Writers”. NWU is among the first group of pilot universities entitled to train officer candidates for the People’s Liberation Army.

Northwest University is awarded contracts for over 100 research projects of national importance each year, including “the 863 Project”, “the 973 Project”, “the Summit-Scaling Project,” and the projects of the National Science Foundation and the National Social Science Foundation, and others. To date, the University has won a series of major scientific research awards including first and second prizes in the National Awards for Natural Science, first prizes in Cheung Kong Scholars Achievements Awards as well as Shaanxi Provincial Superior Scientific Research Achievements Awards, et al.

NWU always gives priority to its international exchange and cooperation. Now it has established cooperative relations with more than 100 institutions of higher learning and research in more than 20 foreign countries like the United States, the United Kingdom, France, Germany and Japan, as well as regions such as Hong Kong and Taiwan. The NWU had been accepting international students since 1965. More than 10,000 students from over 20 countries and regions had studied at NWU. The College of International Cultural Exchange was established in 1992 for international students’ teaching, management and daily service. The College has adapted a complete and efficient managing and serving system. It currently has over 30 experienced teachers of teaching Chinese as second language. The School is adapting a teaching methodology of integrating culture into the process of language learning which enjoys excellent outcome. Thus, the number of international students grows steadily every year.

Xi’an Middle School

Xi'an Middle School, which is located inside the North Gate of Xi'an City, dates from 1907, and was the first public school, set up in the province at the time. It is now the only middle school under the direct control of Shaanxi Educational Bureau. It is also the vice chairman of National Association of Education Science Research of Well-known Middle Schools, member of National Union of Key Middle Schools, and Olympic Mathematics Contest Training Centre of the province.

Xi’an Middle School covers an area of 48 mu and has a building area of 40,000 square meters. Xi’an Middle School has a multiple administration building, four teaching buildings, a science and teaching building, a ground track field, a football field, six basketball courts, students' apartment blocks, and dinning-halls for both the teachers and the students. Since 1999, with the help and the great concern of Shaanxi Educational Bureau, the school has put forward the new policy “high standards, high jumping-off point and modernization”.
